- Spend Mandates: human-approved, passkey-signed limits on what an agent may buy, from whom, for what purpose and until when.
- Decision Engine: evaluates policy, mandate and the agent's declared purpose together inside the authorization path and returns approve, decline or challenge. Strictest wins; timeouts fail closed.
- Evidence Ledger: tamper-evident, hash-chained records of every decision, with evidence packs for chargebacks, finance review and audits.
